The Zone of Influence
The Zone of Influence (ZOI) is a conceptual tool to cover a multi-
layered subject in a fluid manner based on context and need. In
general, it means the area being studied along certain trajectories
and considering diverse variables.
For example, if we are considering best responses to terrorism
within a major city center, we would identify various ways groups
both inside and outside that area operate and cooperate. We
might divide the area up into “belts” or “divisions” to identify key
groups in violent control of an area.
We would identify “infrastructure influence, infiltration or full
control” points, such as government offices under the thumb of
these groups. We would note “supply carry points” including main
city streets and ingress highways used and points of entry.
